Аннотация: статья посвящена раскрытию требований, предъявляемых к исторической политике — содействие достижению национальных интересов в глобальном соперничестве стран мира. Это правило действует всегда, когда для правительства той или иной страны национальные интересы представляют собой безусловный и безоговорочный приоритет. Миссия исторической науки и исторического образования состоит в том, чтобы содействовать социальной сплоченности российского общества, формированию исторической культуры, гражданского мировоззрения с устойчивой национальной идентичностью.

Аннотация: традиционная иерархия общественных авторитетов адыгского аула была резко нарушена в первое постреволюционное десятилетие. Подавляя политически и экономически социальные группы, общественное ли- дерство которых было основано на статусах дворянского происхождения, материального положения, возрастного старшинства и др., советская власть административными и идеологическими методами внедряла в общественное сознание новые авторитеты, групповые характеристики которых соотносились с бедностью, молодостью, член- ством в Коммунистической партии и др. Конфликтное взаимодействие старых и новых авторитетов было харак- терной чертой социальной жизни адыгского аула в первое постреволюционное десятилетие.

Аннотация: внешнеполитические ориентиры Российской империи в начале ХХ века (после поражения в русско- японской войне и окончания революции 1905 г.) не позволяли активно вмешиваться в события на Балканах в период балканских войн. Но и оставить союзников без поддержки тоже было невозможно, особенно под давлением общественного мнения, оценивавшего надвигающуюся войну как освободительную. Тогда была развернута широкомасштабная гуманитарная деятельность от имени российской общественности. В статье рассматриваются основные направления помощи и организации, ее осуществлявшие. Не остался без внимания и вопрос, была ли возможность у государства контролировать и направлять эту деятельность. Автор приходит к выводу, что основными направлениями гуманитарной деятельности в Сербии были медицинская помощь населению и армии, поддержка беднейших слоев населения, помощь сиротам и восстановление храмов. Они соответствовали насущным социальным проблемам сербского государства и повышали авторитет Российской империи в стране. Объем этой помощи свидетельствовал не только об искреннем сочувствии российского общества, но и о поддержке государства. Среди частных лиц была заметна помощь членов императорской фамилии, некоторых богатых семейств, демонстрировавших лояльность власти, а также представителей дипломатического корпуса, как действующих, так и отставных. Участие таких организаций как РОКК и Санкт-Петербургское Славянское благотворительное общество убедительно свидетельствуют об определенном контроле российских властей деятельности общественности в регионе.

Аннотация: в статье рассматриваются основные факторы и условия формирования и функционирования ин- формационного общества, такие как демократическое устройство социума, свобода личности, научное знание, гражданское общество. Аннотация: благодаря продуманной политике правительства Российской империи с конца 80-е годы XIX века приток иностранного капитала оказывает промышленности быстрый рост. Многие бизнесмены не только от- крыли свой бизнес, но и навсегда остались жить в России. Он создал мультипликационный эффект в экономике. В настоящее время иностранный капитал получен в виде долгосрочного кредита и не способствует появлению новых предприятий. Доминирование импорта тормозит развитие собственного производства в стране, хотя имеют- ся и ресурсы, и платежеспособный спрос населения. Российское общество приходит к пониманию необходимости ограничения импорта и замены его собственного производства. Для привлечения иностранного капитала могут способствовать высокие таможенные пошлины на иностранные товары и государственная программа переселения в Россию. Для многих иностранных компаний выход и на российский рынок является очень важным рынком сбыта собственной продукции. Следовательно, с учетом максимизация прибыли, они будут стремиться к тому, чтобы открыть бизнес в России. Ключевые слова: история Российской империи, иностранный капитал.

Аннотация: в статье рассматриваются этапы и процедуры проведе- ния внутреннего маркетинг-аудита в организациях санаторно-курортной сферы. Внутренний маркетинг-аудит представляет собой часть непрерывного внутреннего маркетингового контроля, осуществляемого работниками независимой специальной службы посредством всесторон- него исследования внутренней маркетинговой среды, целей, стратегий и деятельности предприятия для выявления возникающих проблем, ошибок и открывающихся возможностей, а также выдачи рекомендаций относительно плана действий по совершенствованию маркетинговой деятельности предприятия в интересах собственников.

Аннотация: ресурсосбережение — одно из основных направлений управления системой социальной защиты населения по рациональному использованию всех ресурсов во взаимодействии, включая экономические (электроэнергию, тепловую энергию, все виды материальных ресурсов, финансовые ресурсы), информационные, трудовые, админи- стративные (система управления отраслью), нормативно-методологические, инновационные, интеллектуальные, социокультурные и другие ресурсы. Управление ресурсосбережением охватывает весь диапазон проблем, касающихся стратегии развития отрасли, на всех уровнях административного управления: уполномоченный региональный ис- полнительный орган управления социальной защитой населения — территориальные органы социальной защиты — учреждение социального обслуживания. В работе акцентируется внимание, что отраслевая система управления ресурсосбережением применяется только к тем аспектам ресурсосбережения, которые могут контролироваться внутри системы на всех уровнях управления, и на которые можно реально оказывать влияние с использованием показателей непосредственного результата.

Аннотация: в статье рассмотрены и проанализированы отечественный и международный опыт разработки и создания систем оценки безопасности транспортных средств, с учетом действующих нормативных документов и целевых программ повышения безопасности дорожного движения. Проведен системный анализ факторов безопасности транспорт- ных средств в разрезе: человек, автомобиль, дорога, среда и разработана человеко-машинная система управления транспортным средством с уче- том факторов безопасности. Приведено уравнение состояния объекта и окружающей среды в форме общего уравнения переходов. Выявлены особенности алгоритмизации процессов безопасности транспортных средств и сформулированы теоретические основы информационной алгоритмизации безопасности транспортных средств. Предложена и разработана мето- дология построения комплексной информационно-логистической системы интеллектуальной оценки безопасности внутренней среды транспорт- ных средств, которая базируется на объектно-ориентированном подходе, методе моделирования процессов; методе математического моделирова- ния; методе конечных элементов; методе нечетких множеств, методах Штермера или Ньюмарка.

  Impact of human capital on labour productivity in sectors of economy,

corresponding to priority directions of science, technique and technology development

Annotation: up-to-date approaches to estimation of human capital level in developed economies and Russian regions were analyzed. Main factors, influencing the amount of human capital accumulated, were detected. An approach to development of a methodology of measuring the influence of human capital on important economic factors (such as labour productivity) was suggested.

The problem of preserving the health of children: the institutional risks and resources

Annotation: the deterioration of children's health is a threat to national security.  Aid of Russian Public Organizations and Individuals to Serbia during the Balkan Wars (1912-1913)

Annotation: the foreign policy guidelines of the Russian Empire at the beginning of the XX century (after the defeat in the Russian-Japanese War and the end of the Revolution in 1905) did not allow to actively interfere with the events in the Balkan region during the Balkan Wars. But it was also impossible to leave allies without support, especially under the pressure of public opinion, which estimated the coming war as a liberation war. At the time wide-scale humanitarian activity was launched on behalf of the Russian community.

The article focuses on the main lines of aid and the organizations providing it. It also touches upon the issue of whether or not the government had the opportunity to control and direct this activity.

The author comes to the conclusion that the main lines of humanitarian activity in Serbia consisted in medical assistance to citizens and the army, support of the poorest population, aid to orphans and recovery of cathedrals. These lines corresponded with the burning social problems of Serbia and increased the authority of the Russian Empire in the country. The volume of such aid proved not only the sincere sympathy of the Russian society, but also the support of the government. Among individuals the most essential support came from members of the Imperial Family, several wealthy families loyal to the regime, as well as representatives of the diplomatic service, both acting and retired. The participation of such organizations as the Russian Red Cross Society (RRCS) and the Saint Petersburg Slavic Benevolent Society bear convincing evidence of a certain control of Russian authorities over the activities of the community in the region.

  The old and the new authorities in the social life of the adygs aul (1920-ies).

Annotation: the traditional hierarchy of public authorities of circassian village was abruptly broken in the first revolution decade. Suppressing politically and economically social groups, public leadership which was based on the statuses of the noble origin, economic status, age, seniority, etc., the soviet government administrative and ideological methods introduced in the public consciousness of the new authorities, group properties of which were correlated with poverty, youth, membership in the Communist party and others. The conflict interaction of old and new authorities was a distinctive feature of social life of circassian village to the first revolution decade.

 Indicative management of resources in the social protection system

Inner marketing — audit phases and procedures in health resorts

Annotation: phases and procedures of inner marketing-audit in health resorts are described in this article. Inner marketing-audit is a part of a permanent marketing control which is done by an independent special service by means of overall analysis of marketing sphere, aims, strategy and functions of an organization (enterprise) in order to reveal problems, mistakes and future opportunities. And also to give recommendations to the strategy plan of marketing activity improvement for the sake of owners.

Foreign Capital: the sphere of application and operating conditions in Russia, the end of XlX-early XX centuries.

Annotation: thanks to sound policies of the Government of the Russian Empire from the late 80s of the XIX century the influx of foreign capital has a fast growth industry. Many businesses have opened not only their business, but always remained in Russia. He created a ripple effect in the economy. Currently, foreign capital was in the form of long-term loan and is not conducive to the emergence of new enterprises. The dominance of imports inhibits the development of its own production in the country, although there are resources and purchasing power of the population. Russian society is coming to an understanding of the need to restrict imports and replacing it with its own production. In order to attract foreign capital may contribute to high customs duties on foreign goods and the state of the resettlement program in Russia. For many foreign companies on the Russian market is a very important market for their products. Consequently, in view of maximizing profits, they will seek to open a business in Russia.  Methodology of development and making of automized informational-logistical system of an intellectual estimate of safety interior medium of transportation facilities

Annotation: in the article the domestic and international experience of development and making of systems of an estimate of safety of transportation facilities, taking into account operating standard deeds and target programs of raise of safety of traffic are observed and parsed. Systems analysis of safety factors of transportation facilities in a cut is held: the person, the car, road, medium the human-machine management system of transport facilities taking into account safety factors also is developed. The equation of state of installation and a circumambient in the form of a common equation of transitions is resulted. Singularities of algorithmization of processes of safety of transportation facilities are determined and fundamental theory of the informational algorithmization of safety of transportation facilities are formulated. The methodology of build-up of complex informational-logistical system of an intellectual estimate of safety of interior medium of transportation facilities which one is founded on the object-oriented approach, a simulation method of processes is tendered and developed; a method of mathematical simulation; a finite element method; a method of illegible assemblage, methods of Stormer or Njumarka.
